The Situation
A regulated electricity distribution operator — responsible for powering millions of homes and businesses — needed to migrate its core technology estate from ageing on-premise infrastructure to Azure. The problem was not just technical. It was existential.
Every change to the technology underpinning critical national infrastructure had to be approved, funded, and governed through the national energy regulator's frameworks. Budgets were not simply signed off internally; they were scrutinised against regulatory funding models, with every pound justified against safety, resilience, and consumer benefit.
The existing estate was deeply interconnected with live operational systems. Hybrid connectivity had to work flawlessly. High-availability architectures had to be validated before a single workload moved. And throughout it all, the electricity grid could not blink.
Previous phases had progressed cautiously. The client recognised they needed a partner who could accelerate delivery without compromising the governance rigour their regulator demanded.
What Nexus S³ Delivered
Nexus S³ took end-to-end accountability for programme delivery, starting with the business case itself. We built the investment justification aligned to the regulator's funding criteria — securing multi-million-pound budget approval by framing the migration in terms the regulator cared about: consumer benefit, operational resilience, and long-term cost efficiency.
We assembled and led a delivery organisation of over sixty people across infrastructure, application, security, and operational readiness workstreams. Our Programme Managers coordinated concurrent projects with hard interdependencies on live CNI systems, managing risk with the kind of precision this environment demands.
We owned the client relationship at senior level — chairing steering committees, managing executive reporting, and acting as the single escalation point for every delivery risk and decision.
In parallel, we embedded FinOps practices into the programme from the outset — building Azure cost controls and forecasting dashboards that gave the client real-time visibility of cloud spend against regulatory funding envelopes.
